Case-insensitive uniqueness of custom person and contract field names

Custom person and contract field names must now be unique in a case-insensitive manner. Previously, field names that differed only in capitalization were allowed. This could cause issues with PowerShell targets, which handle field names in a case-insensitive manner. This change prevents these issues.
