Hotfix (16-02-2026): Product action fails when a HelloID approver has been beleted

This hotfix resolves an issue where starting a product action could fail if one of the HelloID approvers has been deleted and could no longer be resolved. The update ensures that the product action can still be initiated successfully, even when a referenced approver account no longer exists.
