Rule mining: minimum group size set as percentage

The minimum group size for a condition to appear in a Rule mining report is now defined as a percentage of active persons. Any condition that applies to a group smaller than the calculated minimum is excluded from the results. The calculated minimum is rounded up and always at least 2.
