Enable built-in departments filter when departments script not in use

It would be nice if the built-in departments filter (in the condition tab for business rules) would work when departments are send to HelloID as part of the contracts in the persons script of HelloID. Now we need to filter on contact attribute since we cannot use the drop down menu.

- Filtering on contract attributes works. However, it is inconsistent behaviour over multiple source systems. Furthermore, the built-in filter for titles works while they are not provided with a separate script either.
- Departments filters are probably the filters which are used the most.
- It could speed up the configuration of business rule as you don't need to know the exact name of code of a department. You can look up the department by type a part of the name.
